(a) Streets, sidewalks and appurtenances shall be constructed so as to serve the entire subdivision and such installation shall conform to the provisions of the General Plan and in accordance with applicable standard specifications of the Municipality.
(b) In the case where widening, improving or abandoning of existing streets is deemed necessary by the Municipality, the subdivider shall perform such work as is necessary at his own expense.
