The cost of Municipal inspection shall be paid by the subdivider. An amount of money estimated by the Engineer for such purpose shall be deposited in advance with the Treasurer or otherwise provided for in the construction agreement and bond requirements hereinbefore mentioned. The required fee shall normally be not less than two percent (2%) and not more than four percent (4%) of the total estimated cost of the required improvements.
