The Building Commissioner shall distribute copies of the final drawings to the Engineer or such other officials as maybe involved for report thereon. When the Engineer is satisfied that the final plat documents are completed he shall submit such documents to the Council with the reports and his recommendations thereon. The Council shall either approve, disapprove or withhold formal action thereon within such further time as the applying party may agree to. The Council's approval shall be indicated by notation on the tracing of the final plat. If disapproved, the ground for disapproval of the final plat of the subdivision shall be stated on the record of the Council, including reference to the regulation violated by the plat.
