Enforcement officers of the Department of State Police, State Game Wardens, the Sheriff’s Department of the county, the Town of Warsaw, the State Marine Resources Commission, and the State Divisions of Forestry are hereby empowered to issue citations to, or arrest, persons violating any provisions of this subchapter, and may serve and execute all warrants and other process issued by the court in enforcing the provisions of this subchapter. It shall be presumed that any article of litter found disposed of in violation of this subchapter bearing a person’s name and address is the property of such person whose name and address appears thereon and that such person disposed of such litter in violation of this section; provided, however, that such presumption shall be rebuttable by competent evidence.
