It shall be unlawful for any person to dispose of litter in the county except in a litter receptacle or in an area designated by the State Department of Health as a permitted disposal site. The owner and/or operator of a vehicle shall be deemed to have violated this section if litter is ejected or otherwise emitted from the operator’s vehicle in violation of this section.
