All taxicabs must be maintained in a safe condition and their appearance must be maintained. All windows and doors must be kept in an operating condition, clear of defects with all mechanisms working. All safety features (lights, signals, brakes, mufflers, horn, and the like) will be in operating condition. No taxicab will be allowed to operate with any deficiency involving windows, doors or safety devices.
