§ 90.29 RESTRAINED DOGS.
   No person shall keep, harbor or own any dog, either licensed or unlicensed, which is not restrained at all times by:
   (A)   Being confined on his own premises within an enclosure; or
   (B)   Being firmly secured by means of collar and chain or leash or other device so that the dog cannot stray from its owner's custody, or from the premises on which it is secured; or
   (C)   Being in the immediate control of its owner, custodian or possessor.
