It shall be the duty of any person having, owning or keeping poultry within the city to keep said poultry at all times on and confined to the property or premises of the person having, owning or keeping said poultry; provided, however, that this section shall not apply to persons conveying or driving poultry over and along any of the streets, alleys or public ways of said city to or from market or for other purposes.
