§ 90.04 HITCHING OF HORSES AND MULES; IMPOUNDMENT.
   It shall be unlawful to hitch a horse or mule to a fence, tree or tree box, electric, telephone or telegraph pole within the limits of the city, without the express consent of the owner. The Chief of Police or his deputy, or assistant policeman, shall take to the city pound any horse or mule found so hitched, unless the owner is present and immediately removes said horse or mule upon request. If any horse or mule is taken to the pound under this section the owner thereof shall pay the pound fees in addition to a fine.
