(A) (1) Each recipient of a residential parking permit will receive two visitor parking permits which shall be used only as a courtesy for individuals visiting a resident that has been issued a residential parking permit. For the purposes of this subchapter, the resident shall be the holder of and responsible for the use and misuse of visitor parking permits issued to them. Such residential visitor parking permits shall be placed on the inside bottom left corner of the front windshield of the vehicle.
(2) Landlords of multi-family units will be issued visitor permits for use by their tenants. Landlords shall be responsible for the use and misuse of visitor parking permits issued to them.
(B) No residential parking permit shall be issued to a vehicle whose owner and principle operator does not reside within the designated residential parking permit area.
(C) The applicant for, and holder of, the residential parking permit shall be the owner or principle operator of the vehicle receiving the parking permit.
(D) A vehicle shall be issued a residential parking permit only if it displays a valid Kentucky license plate, unless the vehicle is not required to have them.
(E) Any individual who is disabled or handicapped shall be permitted to obtain an application for a residential parking permit by mail. The Director of the Department of Finance for the city is directed to forward the appropriate permits consistent with this subchapter to any disabled or handicapped individual upon receipt of the application and payment of the fee of $1 as provided for in division (A).
