§ 71.66 RESIDENTIAL PARKING PERMIT AREAS.
   (A)   There is hereby created in the city residential parking permit areas for the purpose of regulating parking by the issuance of residential parking permits to individuals residing or renting on specific city streets.
   (B)   Residential parking permits shall be issued upon order by the City Commission, after being petitioned by the majority of the residents on the street requesting parking places be established and residential parking permits be available to the residents.
   (C)   The number of parking spaces on each street shall be determined by the Director of the Street Department and upon direction by the City Commission shall be appropriately marked to give notice that residential permit parking only is permissible.
   (D)   Once signs are erected no person shall park a vehicle on the street unless the vehicle displays a parking permit issued by the city.
   (E)   Any vehicle in violation of division (D) above is to be declared a nuisance and any police officer of the city is authorized to cause same to be removed.
   (F)   No person shall fail to surrender a residential parking permit when directed to do so.
   (G)   No person shall represent in any fashion that a vehicle is entitled to a residential or visitor parking permit when it is not so entitled. The display of a residential or visitor parking permit on a vehicle not entitled to such a residential parking permit shall constitute such a representation.
   (H)   No person shall duplicate, or attempt to duplicate, by any means, a residential or visitor parking permit authorized by order of the City Commission. The display of such a duplicate residential or visitor parking permit on a vehicle shall constitute such a duplication.
   (I)   Residential parking permits or visitor permits will be necessary for any vehicle parking on a street approved for the issuance of “residential parking permits”. Residential parking permits will not be required for national holidays recognized by the city government. Any individual hosting a special event or needing additional parking for a special occasion or event shall be permitted to use parking spaces on a street approved for the issuance of residential parking permits by notifying the Police Department of the event and the time for which the additional parking is needed.
