§ 70.23 IMPEDING TRAFFIC UNLAWFUL.
   It shall be unlawful for any driver, operator or person in control of any horse, wagon, automobile or vehicle to stop the same on the streets of this city when to do so will congest, delay or impede traffic along said street.
