§ 37.04 MODIFICATIONS TO NFPA GUIDELINES.
   The NFPA guidelines for the city shall be modified for the city in the following areas:
   (A)   Chapter 3-3.22. The authority having jurisdiction shall be the City of Richmond Board of Commissioners and/or their delegate the City Manager.
   (B)   The city's designated Fire Department physician as defined in section 3.3.8 may designate other physicians competent and knowledgeable in the requirements of NFPA 1582 to provide professional services and medical evaluations guided by NFPA 1582.
   (C)   Chapter 4. Section 4.2.6 shall be modified to state that the Fire Chief, or his or her designee will ensure adequate on–scene medical support.
   (D)   Chapter 7. The city's Fire Department physician will have the discretion to determine the frequency and types of certain tests for members and candidates of the Fire Department. The Fire Department Physician will determine the frequency of physical examinations and types of testing required for each member based on their job, age and various health risks. Specialized testing includes, but not limited to, prostate examinations, PSA Testing, rectal examinations, stool blood testing, pap smears, breast examinations and mammograms are to be done by the fire department member through their private physician, unless the Fire Department physician determines that there is a line of duty injury or fitness issue directly related to the need for these examinations. If the Fire Department Physician determines that any of these examinations are necessary to resolve an issue of injury or fitness for duty, the Fire Department Physician may discuss doing this examination and the city will assume financial costs. If the Fire Department member prefers that this examination be done by their private physician or specialist, the fire department members may elect to have the examination with their physician at the member's cost and provide the Fire Department physician with the results of such testing in a timely manner.
   (E)   Chapter 8. The Fire Chief is the responsible party for the scheduling of annual physical fitness and agility testing.
   (F)   Medical examinations of Richmond Firefighters for Medical Qualifications and physical capabilities for service to the City of Richmond Fire Department must be conducted by the Richmond Fire Department Physician only.
