(A) The Board shall make recommendations to the Richmond Board of Commissioners. Such recommendations shall be considered and acted upon by the Commission in a regular or special call meeting of the Board of Commissioners scheduled at the discretion of the Board of Commissioners.
(B) The Board shall evaluate and accept all policy and procedural issues involving Gibson Bay before being presented to the City Commission.
(C) The Board shall go over proposed budgets from both the golf course operation and the maintenance departments. The Board shall approve any capital expenditures or golf course improvement projects.
(D) The Gibson Bay Golf Board shall observe and follow all enactments and commitments made by the Board of Commissioners until such time as the same may be amended, modified or repealed.
