All applicable laws and regulations and the following standards shall apply to all parades conducted in the town.
(A) No more than one parade may be conducted within the town at any one time.
(B) The prohibitions contained in G.S. § 14-277.2 against possession of dangerous weapons shall be strictly enforced.
(C) No person shall cause or permit a vicious animal to participate in, or proceed along the route of, a parade.
(D) (1) No parade may be conducted on weekdays between the hours of 7:00 a.m. to 9:00 a.m., or between 4:00 p.m. to 6:00 p.m. (the exception being the Richlands High School Homecoming Parade), or on holidays and weekends before 9:00 a.m.
(2) All parades must be conducted during daylight hours, the exception being the annual Christmas/Holiday Parade.
