Applications shall be processed and permits, or denials thereof, issued as expeditiously as possible, and in no event more than 48 hours after receipt of the complete application. If the application was submitted more than 15 days in advance of the parade, the permit, notice of denial of the permit, or notice of permit denial and offer of alternate permit, shall be mailed by first class mail to the applicant at the address shown on the application. In all other cases, the Police Department shall, in addition to mailing, exercise reasonable diligence to attempt to notify the applicant by telephone, or other reasonable means of communication, of the action taken as soon as possible.
