The Board will consider the construction of curb and gutter, street and sidewalk improvements along any public street only when a petition is presented to the Board by the abutting property owners requesting such improvement. No petition for curb and gutter, street and sidewalk improvements will be considered unless such petition is signed by no less than 51% of the property owners who represent at least 51% of the lineal footage abutting such improvement.
