156.02 CABLE TELEVISION ADVISORY COMMITTEE.
   (a)   Purpose. A Cable Television Advisory Committee is hereby created for the following purposes:
      (1)   To assist the Village in monitoring the performance of any cable operator in meeting the requirements of its franchise agreement with the Village;
      (2)   To assist the Village with the processing and resolution of subscriber complaints and in monitoring cable television rates;
      (3)   Upon request of the Village Council or the Mayor, to make recommendations regarding the goals, objectives and policies of public or governmental access to subscribers utilizing a cable operator’s system; and
      (4)   Any other duties as assigned by the Village Council.
   (b)   Members. The Cable Television Advisory Committee shall consist of five voting members appointed by Council for terms of three years, except for the initial term. The initial terms shall be as follows: one member for a term of one year; two members for terms of two years; and two members for terms of three years. All subsequent appointments shall be for terms of three years. One member shall be a member of Council.
   (c)   Meetings. The Cable Television Advisory Committee shall meet on a regular basis and on an as-needed basis, but otherwise shall meet upon the request of Council or the Mayor and shall meet at least once per year. The Commission may establish its own rules to govern the determination of when meetings shall be held and the conduct of its meetings. A quorum for the purposes of a Committee meeting shall be a majority of the then duly appointed voting members of the Committee.
