It is the Village’s intent to monitor through this chapter the provision of cable television service to the citizens of the Village in the general areas of cable television franchise compliance, customer service, rate regulation and government and public programming access distribution through the cable television system(s) serving the Village. The provisions of this chapter shall supersede any inconsistent provisions of any franchise agreements for the provision of cable television service.
