To provide funds for the General Fund, capital improvements, special projects and recreation of the Village of Richfield, ("Village" or "Municipality") there is hereby levied a tax on all income, salaries, qualifying wages, commissions and other compensation from whatever source earned or received, and on net profits as hereinafter provided in this Chapter.
(a) An annual tax for the purposes specified in Section 192.012 hereof shall be imposed at the rate of two percent (2%) per annum upon income, salaries, qualifying wages, commissions and other compensation from whatever source earned or received as hereinafter provided in this Chapter.
