(a) A debt service charge may be levied on users of the wastewater treatment works to provide funds necessary to meet the principal and interest payments of the wastewater treatment works construction cost. The method to be used to establish the debt service charges for wastes discharged to the wastewater treatment works shall be as defined when required.
(b) Debt service charges pursuant to this section shall be billed pursuant to Section 926.21 and shall be subject to a minimum charge corresponding to a minimum wastewater volume as described in Exhibit B. The debt service charge shall expire at the date when the last scheduled installment payment is made on any appropriate loan for the wastewater treatment and collection improvement.
