925.11 LATERAL SEWERS.
   All lateral sewers shall be of the type and installed as required in Sections 925.02 through 925.05. Laterals installed during main sewer construction shall extend to a minimum of three feet from the property line on the building side of the property. Before anyone makes a new connection or a reconnection in the making of a repair of a sewer lateral into the sanitary sewer system, a fee of twenty dollars ($20.00) shall be paid to the Director of Finance for inspection of such connection into the sanitary sewer system. This permit fee shall be in addition to any tap-in charge that may be required. Such sewer permit shall expire within thirty days after start of construction or reconstruction of such sanitary sewer connection.
   In each instance, the owner or contractor shall provide a bond in the amount of one dollar ($1.00) per each inch of diameter of sewer pipe multiplied by the number of lineal feet of such pipe, and such bond will be held for a minimum of one year after the completion of the installation and until released by the Director of Finance. If sanitary trunk sewers are available, no building permit may be issued until the Director of Finance certifies the fact that the sanitary sewer permit has been issued.
   Inspection of the lateral construction shall be from the connection to an existing lateral or connection to the main sewer system to the point where the cast iron pipe extends from
