The owner, builder or contractor making a curb cut or constructing a driveway approach in the City shall inform the Director of Public Service, who shall thereupon inspect the project, after the forms are in place and before the concrete is poured.

No person shall make, alter, repair, or construct any driveway approach or entrance from any public street or alley of the City across and over any sidewalk or curb upon any public street or alley, and to any private property bounding or abutting on any such street or alley, without first obtaining from the Director of Public Service a permit to do so for which a fee of fifty dollars ($50.00) for residential driveway approaches and seventy-five dollars ($75.00) for all other driveway approaches shall be paid. All permits herein provided for shall become void ninety (90) days from the date of the issuance.

No person shall make or construct any side drive or entrance over or across any sidewalk from any street or alley in or to any private property, as provided in Section 917.04 which is not in conformity with the Standard Construction Drawings and any rules or regulations implemented by the Director of Public Service.
