Alternatively, the City Engineer and/or Director of Public Service may require a multi-use trail in such locations that have been designated for a multi-use trail by a land use plan, comprehensive plan or thoroughfare plan.
   (c)   These provisions may be waived by the City Engineer and/or Director of Public Service upon finding that construction of such sidewalks is not in the best interest of the City.
