(a) No person shall discharge any deadly weapon, firearm, or other device capable of causing death or injury to persons or animals or damage to property within the corporate limits of the municipality or into the corporate limits of the municipality.
(b) Affirmative defenses to a violation of division (a) hereof are self defense, the discharge of official duty, when otherwise authorized by law, when participating in a city sponsored Parks and Recreation program or a competition event approved by the Director of Public Safety and, if the event is to be held in a municipal park, the Director of Parks and Recreation.
(c) Whoever violates division (a) hereof is guilty of a misdemeanor of the first degree.
