373.14 BICYCLE LICENSE REQUIRED.
   No person shall operate or use a bicycle on any of the streets of the City without first obtaining from the Director of Public Safety a license for it as provided in this chapter.

373.15 ISSUANCE OF LICENSE: FEE: DECAL OR PLATE.
   (a)   The Director of Public Safety at the time of issuing a bicycle license or a motorized bicycle license shall complete a registration card showing the name, age and address of the applicant, the name and address of the applicant's parents, guardian or custodian, if the applicant is a minor, and the make, manufacturer, number, color and description of the bicycle or motorized bicycle.
   (b)   The license fee to be paid for each bicycle or motorized bicycle shall be fifty cents ($.50) payable in advance.
   (c)   The Director shall provide a decal or plate bearing a distinctive Identification number stamped on it.
   (d)   Before the owner of the bicycle or motorized bicycle shall operate it or permit it to be operated upon any street in the City he shall cause the decal or plate to be securely attached to the bicycle or motorized bicycle.
   (e)   All registration certificates issued under this section shall be effective from the date of issuance and shall expire on the date the bicycle or motorized bicycle is sold or transferred by the person under whose name it is registered. No person shall transfer or sell a bicycle or motorized bicycle without removing and destroying the registration, license or decal or plate.

373.16 VIOLATIONS; SUSPENSION OF LICENSE.
   (a)   Violations of this chapter by minors shall be reported to the Chief of Police, who shall maintain a record of such reported violations.
   (b)   Upon the first reported violation, a warning shall be issued to the minor and the parents, guardian or person having the care and control of the minor.
   (c)   Upon the reporting of a second violation within one year of the first reported violation, the Chief of Police shall serve notice upon the minor and the parent, guardian or person having control of the minor child to appear at a time set in the notice. If upon hearing it is determined by the Chief of Police that a violation of this chapter did occur and that the minor cited was the person responsible for the violation, the Chief of Police may suspend the license granted under this chapter for not more than ninety days.
   (d)   Upon reporting of a third violation within one year after the first reported violation, the Chief of Police or his duly authorized representative shall serve notice upon the minor and the parent, guardian or person having the care and custody of the minor to appear at a time set in the notice. If upon hearing it is determined by the Chief of Police that a violation of this chapter did occur and that the minor cited was the person responsible for the violation, the Chief of Police may suspend the license granted under this chapter for not more than one year.

373.17 APPEAL OF SUSPENSION.
   Any minor who has his license suspended under Section 373.16 or any parent, guardian or person having the care and control of a minor whose license has been suspended under Section 373.16 may appeal from the determination of the Chief of Police to the Director of Public Safety by filing a written notice of appeal within ten days after the determination by the Chief of Police. The Director shall hear such appeal and may affirm reverse or modify the suspension imposed by the Chief of Police.

373.18 MUTILATION OF SERIAL NUMBERS, DECALS OR PLATES.
   No person shall willfully or maliciously remove, mutilate or alter the frame, serial number or other identifying mark of any bicycle registered under this chapter or any registration certificate, decal or plate issued under the provisions of this chapter.
