156.01 ESTABLISHMENT OF A DEPARTMENT OF COMPUTER SYSTEMS; APPOINTMENT OF DIRECTOR.
   There is hereby established a Department of Computer Systems, to be headed by a Computer Systems Director. The Computer Systems Director shall be a qualified applicant appointed by the Mayor subject to the approval of City Council. The Computer Systems Director shall work at the pleasure of the Mayor with dismissal subject to the approval of City Council.

156.02 DIRECTOR QUALIFICATIONS.
   The Director will have a proven record of success in network development and administration, PC and peripheral equipment repair, software loads, troubleshooting, and employee training. The Director should be well organized and a self-starter; have the ability to meet and work with elected officials of Reynoldsburg, as well as department heads and employees. A Bachelor's Degree in a related field is desirable.

156.03 SUPERVISION.
   Work is performed under the general supervision of the Mayor. Additional guidance is provided through policies, procedure manuals, and department work practices. When work is to be considered in the departments of City Council, City Attorney or City Auditor, the appropriate department head must grant their approval before any such work can begin and the Director shall then be supervised by the appropriate department head. In the event of a conflict of requests for work scheduling, the Mayor, City Attorney, City Auditor shall determine the priority of scheduling to be performed.

156.04 DIRECTOR DUTIES AND RESPONSIBILITIES.
   (a)   The Director shall make all necessary administrative rules and regulations for the operation of the Department, subject to the approval of the Mayor.
   (b)   The Director shall be responsible for the design, installation, maintenance, and support of an information network system.
   (c)   The Director shall be responsible for managing a Citywide inventory of hardware and software. Director will be responsible for ordering hardware, software, supplies and materials as well as managing software licenses.
   (d)   The Director shall provide technical assistance as well as training to users.
   (e)   The Director shall review all requests for system changes, and determine possible solutions.
   (f)   The Director shall be responsible for creating a long range plan for the City's computer systems.
   (g)   The Director shall keep the Council fully advised of the status of planning, development, and implementation of new computer systems. The Director shall provide the Mayor and the Council with information necessary for the budgeting and appropriation of expenditures related to city computer systems.
