There is hereby established a Department of Development to be headed by a Development Director. The Development Director shall be a qualified applicant appointed by the Mayor subject to the approval of City Council. The Development Director shall work at the pleasure of the Mayor.

The Director will have a proven record of success in Industrial and Commercial Development, a minimum of 5 years experience in Central Ohio, and familiarity with the State of Ohio Office of Economic Development, Franklin County and the City of Columbus. The Director should be well organized and a self starter; have the ability to meet and work with elected officials of Reynoldsburg, surrounding communities and the public. A Bachelor's Degree in an area related to Development is desirable, but not mandatory.

(a) The Director shall make all necessary administrative rules and regulations for the operation of the Department, subject to the approval of the Mayor.
(b) The Director will assist in all land development, land use planning, the implementation of a Comprehensive Plan, Economic Development, and Zoning for the City of Reynoldsburg.
(c) The Director shall provide resource information, materials, and support to the Planning Commission; will assist the commission with long-range comprehensive planning for the city, and developing land use policy impacting the development of the city for presentation to Council and consideration for adoption; and will initiate plan amendments to a Comprehensive Plan.
(d) The Director shall be responsible for the development of an Economic Development Plan and economic development activities in the City of Reynoldsburg.
(e) The Director will assist with marketing commercial sites and properties to secure business in the community. The Director will oversee all new commercial and industrial development in the city.
(f) The Director will communicate, assist and provide support to the community improvement corporations and with the assistance of the community improvement corporations will concentrate on business retention and expansion, recruitment of new business that is compatible with a Comprehensive Plan.
(g) The Director shall keep the Council fully advised concerning development issues in the City of Reynoldsburg, and shall make regular reports regarding development to Council in a format and frequency to be determined by Council and the Mayor, and shall provide the Mayor and the Council with information necessary for the budgeting and appropriation of expenditures related to city development activities.
