(a) The following rules and regulations relative to the platting of land and the dedication of new streets to be shown on such plats are hereby adopted as promulgated.
(b) No lands within the
City
shall be platted for subdivision and sale or no streets shall be proposed to be offered for dedication, except in conformance with the provisions of Chapters 1113 through 1119.
