(a) No person shall dispose of solid waste other than by collection by licensed waste haulers;
(b) All solid waste collected or transported by waste haulers from a site of generation within the City shall be disposed of only at disposal areas approved by the City Manager which may include solid waste processing plants, sanitary landfills, solid waste transfer stations or other solid waste facilities, such as are consistent with the Act 641 Plan.
