(a)   Any Waste Hauler License granted pursuant to this chapter may be revoked by the City Manager for any of the reasons for denial of such license in section 1061.13. The City Manager shall make written findings of fact in support of any license revocation.
   (b)   A person shall have the right to a hearing before the City Council on any license revocation by the City Manager provided that a written request therefor is filed with the City Manager within five (5) business days after receipt of notice of such revocation. In the event that such written request is filed with the City Manager, the Council shall hold a public hearing on such revocation and shall have the power to reverse, affirm, or modify the decision of the City Manager. The City Council shall, in its determination, make written findings of fact supporting its decision based on the same reasons required to be applied by the City Manager.
