Every person required to obtain a Waste Hauler License shall make application to the City Clerk on forms provided by or prescribed by the City Clerk. The application shall require such information as will enable the City Manager to determine whether the applicant, if licensed, will serve the public in a fair, honest, safe, and competent manner and in compliance with the requirements of this Chapter, other provisions of the City Code, and all other applicable laws, statutes, ordinances, rules and regulations.
