The rate for garbage collection services for each single-family residential unit shall be as established from time to time by Council. The City Council shall establish by resolution the rate to be charged to all retail, commercial and industrial establishments serviced by the City. The City shall invoice and collect payment of the established rates at least quarterly. The City Council shall determine by resolution the dates on which such payments shall become due and payable and provide for late fees for payments which are not made on the specified due date. No garbage fee will be imposed for the period of time the resident has had his or her water service terminated or the water service has not been in use. This applies only if the termination or nonuse is for a billing quarter. (Ord. 24E. Passed 3-18-91.)
