On pick-up days garbage and/or refuse shall be contained in plastic bags securely fastened at the top, either within containers, or separate from containers and shall be placed where clearly visible from the street. Said plastic bags shall not be placed outside of containers or placed for collection prior to 4:00 p.m. before the day scheduled for said pick-up and all plastic bags and containers shall be removed from the pick-up area before 9:00 o'clock on the day scheduled for said garbage and refuse pick-up.
