(a) Purpose. It is the purpose of the following sections to provide for the payment of fees from dischargers to the Authority for the cost of administration of the pretreatment program established herein.

(b) Charges and Fees. The expense incurred by the City for the set up and operation of the pretreatment program shall be reimbursed by the industrial dischargers in proportion to the discharger's use of the POTW. Those dischargers being a major contributing industry as defined in Section 1042.02(18) shall reimburse the City proportionally, based on that discharger's impact to the POTW for any remaining costs. These costs will be billed on a monthly basis with the regular water billing process. Collection shall be as provided for in Section 1044.12.
