Any person violating any of the provisions of this chapter shall be liable to the City of Reed City for any expense, loss, or damage occasioned by the City by reason of such violation. The City shall bill the discharger for the costs incurred by the City for the enforcement of this chapter and any cleaning, repair, or replacement work caused by the violation or discharge. Refusal to pay the assessed costs shall constitute a violation of this chapter enforceable under the provisions of Sections 1042.10, 1042.11 and 1042.99.(Ord. 22A. Passed 8-19-85.)
