2.38.020: ORGANIZATION AND MEETINGS:
   A.   The commission shall meet within one (1) month of its formation and elect a Chairman and Vice Chairman. Unless earlier removed by vote of the full commission, the Chairman and Vice Chairman shall serve for a term of one (1) year.
   B.   A regular time and place of meetings shall be established and adhered to in the manner of holding public meetings of legislative bodies in the State. Except as otherwise provided by law, all meetings shall be open to the public.
   C.   The Municipal Utilities Director shall act as Secretary to the commission and shall provide staff support as necessary. The commission is encouraged to appoint ad hoc committees to study specific problems particularly when the resolution of any problem requires special skills not possessed by commission members.
