The city council determines that the adoption of this chapter and implementation of the measures set forth herein are exempt from review under the California environmental quality act 1 because it is an action taken to mitigate or prevent a water shortage emergency, and to protect natural resources. The city council directs the city manager or his designee to prepare and file a notice of exemption as soon as possible following adoption of the ordinance codified in this chapter.
