Planning Commission hearing procedures shall be as follows:
A. Director will present a report and recommendation to the commission.
B. Following discussion the Chairman will open the meeting for public hearing.
C. The applicant and persons favoring the application are invited to speak first.
D. Protestants may speak to the subject following applicant's presentation and those supporting the application.
E. Following the opposition arguments, the applicant is permitted a short period of rebuttal.
F. Chairman will close the hearing and call for discussion and a motion on the subject. (Ord. 1000, 1955)
