12.56.330: VEHICLES; YIELD OF RIGHT OF WAY TO AIRCRAFT:
All pedestrians and vehicles shall always yield the right of way to aircraft on the ground or in the process of landing or taking off. No motor vehicles, bicycles, scooters, or pedestrians shall be out on the runway or parallel taxiway. However, this shall not apply to vehicles used for airport emergencies, service work or for periodic runway and taxiway pavement checks/inspections. The drivers of all such vehicles must obtain permission from the Director for these operations. All vehicles operating in the runway safety area, runway and taxiway shall be properly marked and equipped with a two-way radio enabling communication with the airport CTAF frequency. This operator must be familiar with the FAA’s Guide to Ground Vehicle Operations. The Director shall cause a FAA notice to airmen for these vehicle operations if deemed appropriate.
