An aircraft engine shall not be started unless a competent operator is at the controls and adequate brakes are fully set or the wheels are set with blocks. Aircraft engines may be run up only after it is determined that prop wash will not endanger other aircraft, property, or persons. (Ord. 1431 § C(16), 1971)
