With the exception of properly authorized special activities, all airport facilities are provided for the primary purpose of promoting commercial, general, private and recreational flying activities. The airport shall be open for these uses at all reasonable hours of the day and night, subject to restrictions created by special events, emergencies, or like causes so designated by the Director.
