Any permittee of any permit issued hereunder (excepting any department of the city) shall notify the public works department twenty four (24) hours in advance of starting or commencing any work to be done or performed thereunder, and before refilling any excavation, tunnel or bore, in order that the director may procure and assign an inspector to inspect the same.
