In lieu of making said general deposit, such person may file with the engineer a bond payable to the city of Redlands, executed by such person and by a surety company, conditioned that if such person fails to pay the bill for the reasonable cost and expense of the work done and performed by the engineer pursuant to the provisions of this division, then the surety will pay the same to the amount of such bond.
