In the event that it becomes necessary for the engineer, with the approval of the city manager, to revoke a permit in accordance with the provisions of this chapter, the city, its officers and employees, shall not be held liable for any damage that may accrue therefrom; and the permittee, by the acceptance of said permit, expressly releases the city, its officers and employees as in this section provided.
