If the permittee shall fail, neglect or refuse to comply with any of the conditions of the permit issued to him, or with any of the terms or conditions of any ordinance now in force or hereafter adopted by the city in the exercise of its police power during the term hereof; and if such failure, neglect or refusal shall continue for more than three (3) days after demand by the engineer for compliance therewith, then, and in that event, the engineer, in addition to all rights and remedies allowed by law to the city, thereupon may revoke said permit.
