The filing of such drawing or plat shall not be required when an application is filed requesting a permit to excavate in a street for the purpose of making a service connection when extending a lateral to a property line from a main duct line, or for the location of trouble in conduit or pipes, or making repairs thereto, or for any minor work of repair, reconstruction or excavation when the description of the work to be done in the application gives all the data required by section 12.16.050 of this chapter to be shown on a drawing or plat.
