Section 12.16.010 of this chapter shall not apply in case of emergency when it is necessary for the preservation of life or property to do work immediately in, upon, along, across, under or over any street in the city, provided that the person doing such work shall file a statement of the necessity therefor, a drawing or plat as required by section 12.16.050 of this chapter and make a deposit as required by sections 12.16.010 through 12.16.340 of this chapter with the engineer within eight (8) hours after beginning said work, or within four (4) hours after the office of the engineer is first open subsequent to beginning said work.
