It is unlawful to allow or permit any irrigation water (except from lawns), storm water drained from buildings or water drained from swimming pools to run upon or over the surface of any sidewalk in this city or upon or into the roadway of any street therein, except in the gutters thereof or properly controlled channels that may be approved at the discretion of the city manager.
