Nothing herein contained shall be deemed to prevent the obstruction of one-half (1/2) of the width of any sidewalk, not exceeding two (2) hours in any one day for the receipt of or delivery of merchandise, nor to prevent any railroad engine or train cars from stopping or remaining upon any street for a period not exceeding three (3) consecutive minutes.
